HI need some help whit my arduino uno.?

The Tx, Rx, and L (pin 13) led stay turned on when the arduino is plugged into my laptop. The sketch environment does not recognize the arduino and says that nothing is located in serial port com6. In addion I also check the voltage on the pins with a voltameter and all of them are at 3.8V except the ground.
