I need advice. about making an mmorpg game?

I have for awhile wanting to make a online game. I have been wanting to make something really arstic, and interactable city. Good characterization. Where you can interact with alot of things. I want it to be a cops and robbers style with a little more stuff. How would i start? I am willing to spend awhile on this.
